How is the default effective date set?

When creating a new content item, how does Plone determine what the effective date will be?

The Effective Date is only set if you set it in the Properties tab or during the Publish process. Things with a blank effective date are always effective. Content that displays the effective date will display the date the item was Published, if no effective date was explicitly set.
